Background of the Study
Public-Private Partnerships (PPPs) have become a vital strategy for addressing Nigeria’s infrastructure challenges, especially in the water sector. The Lagos State Water Corporation (LSWC) has entered into several PPP agreements to improve the state’s water supply system (Akinyemi & Olamide, 2024). Effective implementation of these PPPs requires robust accountability mechanisms to ensure that both public and private partners meet their obligations and that public resources are managed efficiently.
Government accounting practices, such as auditing, financial reporting, and performance monitoring, are key components of these accountability mechanisms. They provide transparency in financial transactions, ensuring that the terms of PPP agreements are adhered to and that the public sector receives value for money (Omotayo & Musa, 2025). This study evaluates the accountability mechanisms employed in Lagos State Water Corporation’s PPP agreements, with particular focus on the role of government accounting in promoting transparency, preventing corruption, and ensuring effective project delivery.
Statement of the Problem
Although PPP agreements have been instrumental in providing infrastructure services in Nigeria, accountability mechanisms remain underdeveloped or inconsistently enforced, leading to challenges in project execution and financial transparency. In the case of Lagos State Water Corporation, the lack of strong and transparent accountability mechanisms in PPP projects may compromise the success and sustainability of these ventures (Ali & Uche, 2024).
This study explores how government accounting can improve accountability in Lagos State Water Corporation’s PPP projects, focusing on identifying gaps in existing systems and proposing recommendations for better financial management and governance.

Limitations include challenges in accessing comprehensive financial data from the private sector partners and the potential subjectivity in evaluating accountability mechanisms.
